The following is a summary of the Marineland Homeowners’ Meeting held September 29th. The main agenda a discussion of Park Improvements with John Davis, President of Haven Management, and Sam Owenby, the on-site property manager.
1. Lighting. Sam has begun to replace bulbs and otherwise repair the existing lights. Management seeks suggestions regarding additional lighting that will enhance the safety of the park but not shine into people’s homes.
2. Drainage. Drainage is still a problem for homes at the West end of the park (base of the Sand Hill). The sump pump installed by J&H a few years ago is not doing the job. Problems include:
a) The pump was not working. Sam fixed this.
b) The pump is 4 inches above grade so does not start pumping until after flooding occurs.
c) The pump is too small.
d) The water is pumped up to Valley Drive where it just runs back down into the park.
3. Streets. John has gotten bids for street work such as missing asphalt, dips, cracks and sealing. This was not planned until year 2 but he thinks it should be done sooner. Fire Lines, parking lines, and other marking will be redone after the street work is complete.
4. Lot Lines. A survey will be done to re-mark the lot lines after the street work is complete. Many of the lot lines were covered when J&H re-asphalted the drives a few years ago.
5. Damaged Wall. The wall on Valley (in front of space 46) will be repaired.
6. Space 13.
a) For now, space will be left vacant and used for additional parking
b) Gravel will put down to cover the dirt. Gravel is less permanent than paving and would satisfy HB city (see next).
c) HB city does not want this space to become parking because that would be a loss of a low-income space.
d) Who parks there? Management does not want this space to be used for any long term, non-running vehicle parking. It should be for visitor and resident parking only. Suggestions regarding the parking rules and signage are welcome.
e) The storage unit now sitting on lot 13 belongs to space 33 (Lea’s), left over from the construction. It can be moved.
f) The loss of rental income from space 13 will not increase the average rent. The average rent allows for two non-rented spaces so space 13 will be one of them.
7. Speeding in the park continues to be a problem. Suggestions:
a) Additional signage
b) Painting lines, such as fire lines, on drive. A narrow drive usually slows people down.
c) Speed bumps don’t seem to work.
d) Management can issue warnings to speeders.
8. Complaints about neighbors. It’s usually best if a neighbor talks directly to another neighbor about a problem, such as speeding, before reporting the problem to park management. However that is not necessary. Management is responsible to handle problems.
9.
Trash
a) The trash fee charge to residents is exactly the cost of the trash pickup fees plus the $250 monthly rent on the land. There is no markup.
b) Haven was going to look into better deals to reduce the fee
c) Trash is now picked up 5 times a week. Less pickup would be one way to lower fees.
d) The trash bins get filled to overflow on weekends.
e) Haven plans to add another recycle bin in trash area
f) There was a suggestion to use the storage building in front of Space 18 for recycle-only trash. However, having more than one pickup location would increase trash fees.
10. Pest Control. Haven plans to bring in the pest control people to see what can be done about problems with rodents and bugs. Residents could help by not leaving bowls of pet food outside. Any food left outside attracts pests.
11. Pet droppings/Pet noise. Dog and cat droppings are an unsightly, smelly and unhealthy problem in the park. Residents who do not clean up after their pets should be reported to management so that appropriate warnings can be issued. At least one resident’s dog barks whenever the owner is away. This should also be reported to management.
12. Enforcement of Park Rules. Haven has, so far, not come down too hard on homeowners who are violating park rules such as missing or damaged skirting or too much junk in the yard. They are giving homeowners a chance to solve these problems themselves.
13. Notices, Flyers, Newsletters. Sam seeks suggestions to improve the way residents receive notices, such as the recent notice regarding work on the gas lines. He has been taping these notices to the office door and to the mailboxes. It would be nice if each home had some type of in-box on each lot. Newsletters and notices delivered door to door would more likely get read.
14. Tree Trimming. Haven will look into trimming trees and cleaning up the South Hill (below the Pier Avenue alley).
15. Rents per Lot Size. The issue of having rents based on lot size was briefly discussed. See “Lot Lines” above.
